Page count is the wrong starting point
Five pages can be easy if the business has clear content and simple actions. One page can be hard if it needs custom photography, complex booking, multilingual copy, conversion strategy, and a premium visual system.
Design depth changes the price

Line, WhatsApp, booking systems, forms, email delivery, maps, analytics, ecommerce, redirects, CMS workflows, and social previews all need testing. A launch is not complete because a page looks good in one browser.
